Tricky! The stitch pattern has one straight edge and one scalloped edge, yet the dress has scallops at both the top, around the shoulders AND a scalloped edge at the hem. Someone did the last 2 rows /rounds as an additional edging. The stitch pattern is Intriguing. The dress Tantalizing. Hee. Hee. 
Personally, I would use just 2 full repeats of the lace at the hem, 1 at the shoulders. The rest of the dress needs a more «solid» framework.

Oooo… I tried that stitch. Kept snagging larger loops on «things». Then each knot would be pulled out of shape. Have you had that problem? At least you finished yours. It is Superb.
